Public Hearing for the 2013 Budget and Appropriation Ordinance

The Glen Ellyn Park District held a public hearing for the 2013 Budget and Appropriation Ordinance.

Dog Park Advertisement

The Board of Commissioners approved the contact between the Glen Ellyn Park District and Poo Free Parks for installation, supply, and upkeep of the dog waste dispensers for the Glen Ellyn Park District, at Spring Avenue Dog Park and Lake Foxcroft Park for a period of 3 years.

Approval of the 2013 Budget and Appropriation Ordinance

The Board of Commissioners approved Ordinance 12-07 “A combined annual budget and appropriation ordinance for purposes of the Glen Ellyn Park District for the year beginning January 1, 2013 and ending December 31, 2013.”

2013 Baseball Uniform Bids

The Board of Commissioners reviewed the 2013 baseball uniform bids, and came to a consensus to place the uniform bids on the January 15^th consent agenda.

Executive Director Contract

The Board of Commissioners approved the Executive Director contract for a term of 3 years beginning January, 2013 through December 31, 2015

December 4, 2012 Workshop Meeting Highlights

Recognition of St. Petronille School Volunteerism at Churchill Park

The Board of Commissioners recognized St. Petronille for their volunteerism at Churchill Park over the past four years, with nearly 300 students, parents and teachers assisting with the restoration of several acres within Churchill Park.

2012 Community Attitude and Interest Survey Final Report

Mr. Ron Vine of Leisure Vision presented the Board of Commissioners with final results and analysis of the Community Attitude and Interest Survey that was conducted in August, 2012.

Natural Areas Update

Naturalist Renae Frigo presented the Board of Commissioners with an overview of ecological restoration, what is required to maintain the Park District’s natural areas, and an update of efforts undertaken within the Glen Ellyn Park District over the past three years. Following Renae’s presentation, Tina Koral, Tina Koral Gardens, presented conceptual plans regarding garden-based educational enhancements at Churchill Park.

Dog Park Advertisement

Staff presented the ‘Poo Free Park’ program, which is a privately owned company that supplies dog waste bags to municipalities free of charge. In return the company gets the opportunity to sell advertising on the dispenser. Sponsors for this program are secured by Poo Free Parks and the Park District has full veto rights on all sponsors and their message before they are allowed to be place in any parks.

The Board of Commissioners came to a consensus to place this item on the December 18^th Regular Meeting agenda for Board approval.

2013 Budget Discussion

The Board of Commissioners reviewed the complete revised 2013 budget, and provided staff with minor changes that will be incorporated into the final revision of the 2013 budget. The budget will be included on the December 18^th Regular Meeting agenda for Board approval.

Truth and Taxation Hearing for the 2012 Tax Levy

The Glen Ellyn Park District held a public hearing for the 2012 tax levy.

Lake Ellyn Master Plan – Lenox Road

The Board of Commissioners came to a consensus to forward on the conceptual plan that identifies the Park District priorities regarding Lenox Road reconstruction. Those priorities include:

• Effectively narrow Lenox Road with parking space delineated separately from through-lanes 
• Angled parking strategically placed between Hawthorne and Linden
• Parallel parking strategically placed between Linden and Essex 
• Speed table at the intersection of Linden and Lenox 
• Sections of reduced overall pavement width from Hawthorne to Essex where recessed parallel or angled parking is not located. This further improves traffic calming along Lenox Road 
• Designated handicap parking on Lenox near Linden south of the main Park entrance 
• Delineated mid-block crosswalks (one between Hawthorne and Linden, and one between Linden and Essex) 
•  Meandering pathway along the west side of Lake Ellyn Park near Lenox

Approve 2012 Tax Levy – Ordinance 12-06

The Board of Commissioners approved Ordinance # 12-06, “An Ordinance for the levy and assessment of taxes for the year 2012.”

2013 Budget Discussion – Recreation

The Board of Commissioners reviewed and discussed budgets for Sunset Pool, Ackerman Sports and Fitness Center, Main Street Recreation Center, Spring Avenue Recreation Center, Maryknoll Park, and Lake Ellyn Boathouse.
